DICE is the Dual Universe gaming commission.
We are made up of individuals from a variety of different DU organisations all with one common goal: to organize and officiate gaming and sporting events within Dual Universe.
Events we will be organizing include but are not limited to:
* hovercraft racing and leagues
* arena sports (like Flipmaze) and battles
* treasure hunts
* mazes
* gambling hall games
DICE will not own its own land but intends to use facilities (tracks, arenas etc.) built by other organizations. Entry fees for the events will pay for using the facilities and go towards the prize money for the winner of the event. Events will be further subsidized by sponsors.
DICE members may not participate in DICE events.

You don't have to join to participate in Hovercraft Racing, Arena Battles, win money in the casinos... just drop on by and say hi.
For those that wish to create any games inside Dual Universe, to flesh out the current game formats, organise gaming events or to referee or judge in events, join as soon as you have read this.

Intergalactic Hovercraft Racing Committee (IHRC) has been renamed to DICE.
We have a new logo:
DICE will still organise hovercraft racing events within DU. Additionally DICE will be officiating and organising a multitude of other events including arena sports.

The IHRC is looking for representatives from organizations interested in taking part in the racing league we propose. Individuals who want a say can also join. These representatives will have a say in each rule and regualtion. There will be a ballot created, once we have enough members to cast a fair vote. I am thinking we need at least 10 members to start on this (now at 4). So legates if you are interested please send us a rep. Or if you just want to have a say as an individual you can also join. This is a democracy not a dictatorship.

Sorry I havent done much with our page. I plan on working more on it this week. Does anyone have any suggestions of changes that should be made. remember i want this to be a democracy not a dictatorship.
I plan on having many legates, as soon I can trust you I will make you a legate, so you can make changes to the page or post. I dont want anyone spamming post pubicly, that is why I must trust you first.

Before diving into rules, I think we should discuss about the purpose of the organization.
During the pre-launch period, we will obviously mainly talk and the organization will be self-sufficient, but what will the committee become after launch?
Hopefully, there will be enough players interested in hovercraft racing, and there will not be concurrence between racing committees, the situation could turn like this:
- Pilots, technicians and sponsors will form teams
- Leagues will build circuits (or choose from independent owners), enrol teams, organize racing seasons, schedule races, keep ranking, advertise, etc.
- On the long run, with civilization expanding, there will be multiple leagues (maybe 1 planetary per planet, 1 stellar per system and 1 interstellar)
- Qualifying to a larger league would be achieved by competing in smaller ones
Leagues should have the same rules, and stating this rules shouldn't be the responsibility of one of them.
That's where the committee steps in, as an unique structure.
The objectives are then clearly given: committee decides the rules, leagues do competitions following these rules.
To have the required authority and stay connected with "reality", I think the committee should have a body of voters made of leagues representatives.
At first it will be cumbersome to have two organizations (IHRC and some sort of "Alioth Hovercraft Racing Association" yet to be created) where one could do, but in the long term I think it's healthier.

I like the idea of having smaller leagues leading up to larger ones. Also the idea of representatives from leagues. I believe the Solar Empire will help out in the beginning, if this organisation inst large enough. Not anything here that i disagree with at this time, just that leagues building their own tracks must meet committee standards.

Looking for members to help create the rules and regulations, for the proposed "Interstellar Hovercraft Racing". Would like serious applicants only please. ***Note this is not the organization to join if you want to be a racer. The rules need to be made before racer enrollment. *** I want everything to be decided by a group, so I need members to continue anyfuther.
Hovercraft racing will be a series of races governed by a set of rules. Open to anyone that meets the standards.
Proposed rules are as follows and open to discussion:
Racers
-- Racing registry - Only racers registered in the racing registry will be eligible to enter events. Each league (as civilization expands) may have its own registry,
-- 3 Strikes - Racers that infringe on a racing rule will first be warned, then suspended and then removed from their racing registry for subsequent infractions.
-- Leagues - As civilization grows, leagues will be created. Only the winners of smaller leagues (planet area sized leagues) will be able to compete in the system league(s) and only the winners of the system leagues may compete in the galactic league(s). Each with higher prize money. Only leagues recognised and approved of by DICE will be allowed to take part in the more prestigious bigger leagues.
Events
-- Special event rules - Some events may alter some of the rules listed here. Each event will make such changes clear when the event is announced.
-- Entry fee - Each racer will pay an entry fee. The exact amount will depend on the event, but will usually be proportional to the prize money: The more the prize money the higher the entry fee. First prize will always be at least ten times the entry fee.
-- Size limit - Size of craft to be limited to the dimensions of a box. The dimensions are still to be determined. - "if the ship don't fit, you gotta quit"
-- Qualifiying rounds - These are rounds leading to the final. These are only required if there are too many entries than there are slots in the final race. Qualifying rounds will be a 'best out of three laps' time trials. The racers with the best times will go through to the finals. Times will be kept secret until all qualifiers have been completed when they are all made known.
-- No weapons allowed - No elements classified as weapons may be included on the hovercraft. No hand held weapons may be worn or used.
-- Single piloted crafts - Only one pilot per craft and the pilot must be seated inside the craft. No remote piloting is allowed.
-- No outside help - Once a race has begun, the racer may receive no aid from other players. This excludes aid from specifically appointed race officials.
-- Waypoints - A track will have a series of waypoints, each of which have to be driven through in sequence. Failing to do so will lead to disqualification. A racer may return to a missed waypoint provided the missed waypoint is still in the racers current lap and the racer must redo all subsequent waypoints in the lap,
-- Events will cycle between available approved tracks
DICE
-- DICE officials - Specially appointed DICE officials will officiate over each event. The officials rulings on the event are final and not subject to appeal.
-- Race tracks - Tracks will be built and owned by organisations outside of DICE. These tracks must meet the length and complexity guidelines as created by DICE (TBA)
-- Security - Event security (if necessary) will be organised by DICE
